Revenue stamps — also called fiscal stamps, duty stamps, or tax stamps — are a fascinating and often overlooked area of philately. Unlike postage stamps used to prepay postal charges, revenue stamps were used to pay government taxes, duties, court fees, and other fiscal obligations. India has one of the richest traditions of revenue philately in the world, with stamps issued by the colonial government, individual princely states, and the Republic of India across a period spanning nearly 200 years.

What Are Revenue Stamps?

Revenue stamps served as proof of tax payment and were affixed to legal documents, contracts, property deeds, insurance policies, passports, receipts, and other official papers. When the document was used, the stamp was typically cancelled by tearing, pen-cancelling, or by stamping — making uncancelled examples particularly prized by collectors.

In India, major categories of revenue stamps include:

Stamp Paper — Large sheets of paper with a pre-printed stamp design used for legal documents. Non-judicial stamp paper (for contracts, affidavits) and judicial stamp paper (for court documents) exist in many denominations. Antique stamp papers with elaborate engraving are highly collectible.

Court Fee Stamps — Small adhesive stamps affixed to court petitions, plaints, and official applications. These were issued in enormous variety across British India provinces, princely states, and post-independence India.

Insurance Stamps, Share Transfer Stamps, Notary Stamps — Specialized revenue stamps issued for specific legal transactions, each with their own design series and collector interest.

History of Revenue Stamps in India

Indian revenue stamps predate the postage stamp. The first fiscal stamps in India were issued in the 1860s under the Indian Stamp Act of 1862, which standardized the use of adhesive stamps for revenue purposes across British India. Before this, manuscript stamps (handwritten or embossed) were used.

The colonial-era revenue stamps are particularly interesting to collectors — many provinces issued their own distinctive designs, and the princely states produced an extraordinary variety of stamps in local scripts, unusual denominations, and often striking designs. Hyderabad, Travancore, Cochin, Jaipur, Baroda, and dozens of other states all issued fiscal stamps that are avidly collected today.
